7.2.3.5 Designing a Qualification Standard – The Training Program shall include a qualification standard. Although a qualification standard takes various forms, it shall include performance measures. Performance measures, such as written tests or on-the-job evaluations, are often used to assess a trainee’s competence on the job. Because successful completion of a written test does not always translate into satisfactory job performance, qualified instructors sometimes use specific on-the-job evaluation standards which may determine a trainee’s qualification for a particular job. Test requirements shall be designed to match the training program objectives and may also be dictated by regulations or contractual agreements.
7.2.4 Development Phase – This phase involves creating instructional methods and training materials for the radiation safety training program, critiquing training materials, and presenting a pilot prior to offering the final product.
7.2.4.1 Developing Performance Measures – Performance measure shall include learning objectives that should specify the appropriate KSAs for each task and a corresponding evaluation tool (e.g. performance checklist, written test, etc.) for:
• Assessing trainee’s understanding of theoretical classroom instruction.
• Assessing trainee’s on-the-job performance expectations.
• Identifying any trainee’s weaknesses.
• Establishing necessary remedial actions. The performance measure should include a signature to indicate the trainee’s successful completion. It should also contain or reference facility-specific procedures, guides, etc. Test banks should be comprehensive and redundant. Questions in the test bank should represent all learning objectives and be validated and periodically reviewed by SMEs to ensure their technical accuracy and current relevance.
7.2.4.2 Developing Lesson Plans – Lesson plans should be developed once the learning objectives, related criteria, and instructional methods are defined. These plans should guide the instructors and provide a means for consistent training. They should contain the materials that trainees need to know in order to perform their assigned tasks, and may include the following:
• Training goal(s)
• Learning objectives
• Instructional methods
• Materials and equipment needed during the training session
• Prerequisites
• Course content
• Trainee activities
• An evaluation method
Lesson plans shall be reviewed and approved by technically qualified individuals (see Section 8.2). Training should begin at the trainees’ pre-training level of KSAs.
7.2.4.3 Developing Training Materials and Activities – Training materials and activities should support the objectives of each lesson and may be in various media formats.
7.2.4.4 Delivering a Pilot Pilots of newly developed or modified training offer the opportunity for critiques of the accuracy, consistency and effectiveness of the training. Training that will be presented to multiple audiences should be more formally critiqued by a sample of the intended audience and/or SMEs prior to the implementation. Feedback from the pilot should be incorporated into the training prior to full implementation.
