This standard covers means of safeguarding personnel while operating or maintaining equipment located in electrolytic cell line working zones. Included are related requirements for equipment and electrical conductor installations. The general types of electrolytic cells covered include, but are not limited to, the dc cells used in the production of aluminum, cadmium, chlorate, chlorine, copper, fluorine, hydrogen peroxide, magnesium, sodium, and zinc. This standard does not cover the following: (1) Electroplating and anodizing facilities (2) AC cells or furnaces (3) Electrotherremal process furnaces (4) Arc furnaces (5) Melting or heat treating facilities (6) Any electrical equipment that is neither part of the electrolytic process equipment nor installed or used in the cell line working zone
Purpose
The purpose of ANSI/IEEE 463-1977 is to provide for the practical safeguarding of personnel while operating or maintaining equipment in electrolytic cell line working zones. The cell line working zone is defined in Section 5. The application of this standard permits alternative methods where it is assured that equivalent objectives can be achieved by establishing and maintaining effective safety and maintenance procedures.
4. Description of Electrolytic Cell Lines
Electrolytic cell lines differ widely in size and in physical and electrical characteristics, with variations among similar processes. One cell line may operate at less than 25 V de and another at more than 1000 V de, depending on the type and number of cells. Also, one cell line may operate at a few thousand amperes dc and another at over 400 000 A dc.
Electrolytic cell lines may be located indoors or outdoors, may have a wet or dry environ ment, may have conductive or nonconductive floor surfaces, and may be electrically con nected to auxiliary equipment such as pumps motors, piping, and steelwork at levels above or below the cells.
Electrolytic cell line installations and their associated electrical conductors, auxiliary equipment and attachments are of custom design for each installation.
Operation and maintenance of most electrolytic cell lines require contact by personnel ith exposed electrically energized surfaces, such as buses, electrolytic cells, and their attachments.ANSI/IEEE 463-1977(R1987) pdf download.
