3.6 container: A receptacle (also referred to as a bin) that receives and holds refuse for lifting, unloading, or transportation by mechanical means. Containers are specially designed for use with certain types of equipment which include, but are not limited to, the examples detailed hereinafter. Containers used with rear-loading compacting equipment may incorporate features that differ from containers used with front-loading compacting equipment. Containers used in conjunction with tilt- frame and hoist-type equipment are designed to be picked up, transported, unloaded, and set off by that equipment. These containers receive, store, and transport compacted or loose refuse, and are hoisted onto the tilt-frame or hoist-type equipment (commonly referred to as roll-offs, luggers and hook-lifts). Carts are typically two-wheeled plastic containers used in residential collection systems and facilities in conjunction with mechanized lifting systems.

3.8 container dumping mechanisms or lifting (lifter) devices: The component mechanisms, such as (but not limited to) lifting arms, forks, and hydraulic cylinders, cables, winches, and reeving cylinders that are used to lift and dump containers and carts.
3.9 customer: A person who has arranged, or contracted, to use or purchase a refuse container or refuse collection service.
3.10 cycle: The action of a mechanism to perform one complete operation having a definite beginning and end, e.g., to lift a container from the ground, unload it, and return it to the ground. An interrupted cycle is one in which the operation of a mechanism stops before completion of the cycle.
3.11 cycle time: The period beginning when a container, cycled by a lifter, first leaves the ground to the unload position and ending when it first touches the ground from the unload position, less any time allowed for emptying the container at the top of the cycle.
3.12 employee: An individual hired by an employer to work for compensation.
3.13 employer: A person, company or entity who hires one or more individuals, companies or entities to work for compensation.
3.14 front-loading compacting equipment or front loader: The container lifting mechanism and body of a front-loading collecting vehicle that loads, compacts, transports, or unloads refuse.
3.15 handle: A feature which furnishes a person with a handhold.
3.16 hanging weight: The weight suspended vertically from the leading edge of a four-wheeled or slant-sided container.
3.17 hazard: A condition of such a nature that it may precipitate an accident or injury.
3.18 hoist-type equipment or hoist equipment: The component mechanisms including (but not limited to) hoist arms, chains, and frames, used to elevate, support, transport, dump, or unload refuse containers.
