1.Scope
1.1PURPOSE
This standard defines the general scope of Contractor managed and con-ducted development flight testing required on airborne systems procuredby the military. The objectives of these tests are for the Contractorto develop the structural integrity and the performance and operationalcapabilities of his product to the point that he is satisfied that theproduct meets the specification requirements and is ready for FormalMilitary Evaluation.
1.2 National Policy
This standard recognizes and implements the national policy expressed asa priority in OMB Circular A-76 that the government shall rely primarilyon the private sector for its goods and services such as ContractorFlight Development. This is direction for a Contractor to be fullyresponsible for total program effort without interruption. The policysustains and improves the technology bas of the aerospace private sector,promotes capital investment in the national interest and supports theprinciples of the free enterprise system.
2.0 CONCEPT The design and manuf acturing process of a system is an iterative one that utilizes models, mock-ups, simulators, laboratory set-ups, inspections , etc. to derive the final product. At each step evaluations are conducted, and changes may result. The final step in this process is an eva luation wherein each sub-system is asked to perform its function in concert wi th other sub-systems in its intended envi ronment. This 1ast step, a flight test program for a system， is the fi nal Contractor evaluation of the design sui tability and manufacturing quality of his product. This step, 1ike other previous steps is the responsibility of the Contractor and the program is complete when the Contractor is assured that the total system is ready for military test and evaluation.
The summation of the sub-system flight testing that the Contractor performsto complete this process is called the Contractor Flight Developmentprogram. This program shall proceed through a safe systematic build-up tothe defined design limits and shall be complete when the Contractor hasdemonstrated compliance with his specification and contract terms. Thecustomer’s IOT&E requirements shall be addressed early in the Contractor’splanning. To avoid duplication and to obtain an early military suitabilityevaluation, these tests or data requirements shall be integrated orobtained in the course of the Contractor development or specifiea periodsof time shall be available for military tests as specified in the contract.

3.1Structural Integrity
The Contractor shall conduct structural flight testing required to establishand demonstrate the structural integrity of the aircraft, rotocraft and associated flight equipment that constitute the total system.
