LA-5100 ORGANIZATION
The organization shall be engaged in technical engineering activities. Such activities can include product manufacturing, product development, researchand development, academic activities,or producttesting. Organizations meeting this criteria can in-clude, but need not be limited to:
(a) equipment manufacturers;(b) independent research and development insti-tutes;
(c) universities; or
(d) independent testing laboratories
LA-5200 STAFF
The Laboratory staff shall include at least one per-son who has obtained a degree in a branch of engineering from an accredited school of engineering andin addition has at least 2 years of practical experiencein equipment testing, or who has obtained an equiv-alent capability through experience and training.This person shall be responsible to assure that writ-ten test procedures are being followed, and shall signand date the test results, thereby verifying that thetest was conducted in accordance with written testprocedures and that the results are accurate.This person shall also be responsible for assuringthat all persons who are involved in taking readings,making temperature and pressure adjustments, orany other function that will affect the accuracy of thetest results are qualified in accordance with LA-4205
LA-5300 PHYSICAL PLANT
An Accredited Laboratory shall possess certainminimum equipment and support facility require-ments as delineated in LA-S310.
LA-5310 Test Equipment
The Laboratory shall demonstrate compliance withthe referenced standard(s) requirements for testequipment and have the necessary space dedicatedto the test activities associated with the referencedstandard(s). Equipment requirements as given in thereferenced standard(s) relate to both the necessaryequipment to conduct the SPPE verification tests andthe associated instrumentation necessary to recordimportant test parameters. The Laboratory shalldemonstrate that it has equipment and instrumen-tation to cover both specific requirements of the ref-erenced standard(s) plus additional equipment notexplicitly required by the standard but necessary toconduct the tests, such as devices to measure pres-sure, forces, temperatures, flow rates, displacementsand strains, and support electronic instrumentation,such as oscilloscopes, strip chart recorders, X-Y recorders,voltmeters, and signal conditioners. TheLaboratory shall document its test equipment in theform of schematic diagrams, or the equjvalent, whichidentify key cquipment items which relate to impor-tant SPPE test conditions and measured test param-eters. The Laboratory shall also demonstrate that ithas in its files the specific referenced standard(s) forwhich the tests are to be conducted.
